Johnstown Redevelopment Authority Advances Revitalization with Renovations at 221 Central Avenue

The Johnstown Redevelopment Authority (JRA) is proud to announce the progress made at the 221 Central Avenue property, formerly known as the Cambria-Rowe Business College building. Since acquiring the building in September 2019, the Authority has been committed to preserving and preparing this historic downtown asset for future redevelopment opportunities.
Over the past several years, the Authority has undertaken necessary maintenance and repairs to stabilize the building and ensure its safety and usability. This included both structural upkeep and general building improvements aimed at preserving its historic character while laying the groundwork for future reuse.
Most recently, JRA was awarded a $200,000 Keystone Communities Program (KCI) Grant from the Pennsylvania Department of Community and Economic Development (DCED) to support critical environmental remediation efforts at the site. This funding, made possible through the advocacy and support of State Representative Frank Burns, allowed for a comprehensive asbestos assessment and remediation project.
Work funded by the grant included asbestos abatement throughout the building, as well as the replacement of window panels, helping to further secure and modernize the structure while maintaining its architectural integrity.
The building at 221 Central Avenue remains a significant part of Johnstown’s downtown landscape, and JRA continues to evaluate options for its redevelopment in alignment with broader economic development and revitalization goals.
