Johnstown Urban Industrial Park – Connector Road

The Johnstown Redevelopment Authority (JRA) is actively advancing the proposed Urban Industrial Park at the former home of Bethlehem Steel’s Rosedale and Matterhorn operations.

Construction is now underway on critical roadway infrastructure. A key milestone in the project is the construction of a 2,000-foot connector road linking Iron Street to the 115-acre site, approximately 25 acres of which are considered developable. The work being performed by A. Liberoni Inc.

This connector road will lead directly into Phase II of the project, which will include the installation of utilities, further roadway extensions into the property, and additional site preparation.

With infrastructure improvements in progress, JRA leadership and project consultants are turning their focus to strategic planning. Priorities include attracting new job opportunities, supporting the relocation and growth of local businesses, and identifying the most effective and sustainable uses for the site.

Construction Progress

  • Spring 2025: Tree clearing completed to meet environmental commitments.
  • Early Fall 2025: Site clearing and grubbing began.
  • Fall 2025: Major excavation initiated; temporarily paused to coordinate with the National Park Service, Pennsylvania Historical & Museum Commission, and local historic groups regarding historic artifacts from the Cambria Iron Works era.
  • January 2026: Excavation work resumed.
  • Anticipated Completion: Late spring 2026.

Phase I: Eastern Access & Initial Connector Road

  • Provide access to the east portion of the Industrial Park.
  • Build a Connector Road extending to Iron Street, just south of the Hinkston Run crossing and then travels up the adjacent hillside.
  • Road length: approximately 1,000 feet.
  • Requires significant earthwork totaling about 50,000 cubic yards of excavation.
  • Includes installation of a parallel storm sewer system and minor improvements to an unnamed tributary of Hinkston Run.

Phase II: Full Industrial Park Access

  • Design phase scheduled to begin winter 2026.
  • Will extend the Phase I roadway and create access to all proposed development parcels within the Industrial Park.
  • Road length: approximately 2,500 feet.
  • Construction planned for 2027.
