The City of Johnstown Fairfield Avenue Project
Section 313 of the Water Resources Development Act of 1992, as amended, authorizes the Corps of Engineers to provide support to communities for projects that contain waste water treatment and related facilities; water supply; storage, treatment, and distribution facilities, and surface water resource protection and development in 15 counties of South Central Pennsylvania.
The JRA has determined that the existing Fairfield Avenue sewer interceptor has exceeded its life expectancy and is subject to severe inflow and infiltration due to age. The brick manholes and aged pipes are no longer water tight and suffer from structural degradation. Moreover, the service area of the interceptor has been extended beyond its original planned area and pipe capacity is routinely exceeded. This project seeks to correct these problems by replacing the existing system in order to meet current and future demand and reduce inflow, infiltration, and sanitary sewer overflows into local waterways. The specifics of this Section 313 project includes the design and construction of approximately 8,150 linear feet of 8 to 24-inch sanitary sewer pipes within the PaDOT right-of-way and the replacement of 48 manholes in the vicinity of Fairfield Avenue in the City of Johnstown, Cambria County, Pennsylvania.
