Shapiro Administration Advances Redevelopment in Cambria County, Secures New Manufacturing Facility at Former Moxham Bus Barns

The Johnstown Redevelopment Authority has been awarded a $200,000 grant to conduct environmental assessments at sites in Johnstown, including the former Moxham Bus Barns. This work—focused on soil, groundwater, and air quality—will help prepare the site for redevelopment and support the arrival of an advanced manufacturing company expected to create at least 20 new jobs.

This project highlights the Shapiro Administration’s commitment to strengthening Pennsylvania’s economy while promoting healthier, safer communities.

The Department of Community and Economic Development (DCED) Secretary Rick Siger announced the funding through the Industrial Sites Reuse Program (ISRP). The grant will enable the Johnstown Redevelopment Authority to complete critical environmental assessments at the former Moxham Bus Barns, positioning the site for reuse. Following this work, Swedish manufacturer Höganäs plans to establish a high-tech powdered metals facility at the location, bringing new investment and employment opportunities to the region.

Originally constructed in the late 1800s as streetcar barns and later used by the Cambria Transit Authority as a bus facility, the site has been a focus of redevelopment efforts since its acquisition by the Johnstown Redevelopment Authority in 2019.

The assessment will include soil borings, groundwater and indoor air sampling, installation of monitoring wells, and detailed environmental analysis to ensure the site is safe and ready for redevelopment.

The Industrial Sites Reuse Program supports the cleanup and redevelopment of former industrial properties, providing funding for environmental assessments and remediation. By transforming underutilized and contaminated sites into productive assets, the program helps drive economic growth and revitalize communities across Pennsylvania.
